I think you're wrong to imply corrupt motives. It isn't foot dragging, but it equally isn't a feeling of urgency driving the installation of the necessary systems. The people running this are not judged on 'speed to market' and they consider it their mission to get things done right, rather than done fast. So they are taking their time getting it right, all the while knowing that the funding process itself can't be rushed, and they won't lose out if it drags out a bit.
