There is of course great uncertainty about these things.

One could argue that the pulsed GSM signal might be demodulated in neural tissue and the resultant 217Hz pulses are in a physiologically significant range where they might have an effect.

Such demodulation is known to happen in certain cochlear implants, such as the House device.

If only thermal effects are important, then the average power is what matters, and is at such low levels that going out in the sun is going to cause much greater heating.
