You've touched on one of the sore points of enterprise level outsourcing. While the desire is to offload such functions to service providers, lock stock and barrel, audit rules often present obstacles to doing so. Although many SP's VPNs now offer encryption and tunneling techniques which appear to be gaining favor, but the ultimate target locations remain, to a large extent, those which are within the comm rooms of the enterprise, itself. The exception to this, recently, has been the acceptance of using hosting services a la Exodus et al, where SLAs and other controls are tightly monitored, and sometimes even manned by the enterprise's own staff, as required. But these are a far stretch from an AOL or a MindSpring form of outsourcing, at the present time.
