Brazil To Auction PCS Licenses In March Or
April -Anatel

SAO PAULO -- Brazilian regulators will auction licenses for personal
communications services in March or April, the regulatory agency Anatel said
Friday.

The agency had previously said it would auction the PCS frequencies in December
1999 or January 2000.

"There will be a public review process open until the end of January, followed by a
public hearing and then once all those recommendations are analyzed, the auction
will go forward," a spokesman said.

The high-capacity frequencies to be auctioned allow licensees to offer wireless
phone and data transfer services.

Current holders of cellular phone licenses will be barred from the auction, Anatel
said. However, a small portion of the 1.9 GH band will be made available to them
so they can expand their services.

Anatel hasn't yet decided whether it will sell the 1.8 gigaherz band, compatible with
European GSM technology, or the 1.9 GH frequency used with the U.S.-dominant
CDMA and TDMA technology.

Details on price weren't yet available.

The new licenses will bring a third wireless operator to Brazilian markets, which
currently have two competing carriers in each of eight regions.
