CEL will use the proceeds to continue their expansion... hopefully at an even faster pace. The name of the game for these companies seems to be coverage and subscriber growth... earnings are not what they're looking for (yet). By growing in coverage and subscribers, they gain market share and operating efficiency... plus they have a huge customer list to which they can then pitch all sorts of other deals (e.g., credit cards or whatever).
