And as to the deal about the gas masks, I think the proclamation said possession of gas masks was prohibited within the entire city limits, not just at the crowd scene.
Again, too heavy handed. Thus you couldn't own one at your home two miles away, without being in violation.

I agree that uniformed armed personnel get nervous. . . when threatened by anything more sentient than a coffee cup. That is precisely why people died at Ohio State in 1970.
