She was trying to poject that her orders to storm the gurdwara was only to go after the militants and not as an affront against sikism. And to bolster that image people could see that her most trusted guards were sikhs whom she retained.
Indira was caught between a rock and a hard place. As you said
she had to prove
that she was the prime minister of ALL the people,
that Sihkism was not the issue,
militancy was the issue,
any semblance CHANGING and connecting her security detail to the siege of the Sikh temple were unacceptable to her.
My perception of the sikh killers:
The sikh security guards perceived it in a different way: Indira attacked the place of worship, which was close to their heart, mind and soul. It was a personal affront. Why would they put up with that? Honor before duty prevailed. That usurpation of honor had to be avenged. The one who destroyed that honor had to be put to rest. Indira lost exercising her faith.
