Here's an Ericsson announcement. I find the last sentence interesting.

Ericsson to set up test centres in Asia

December 2, 1999 12:39 PM
HONG KONG, Dec 2 (Reuters) - Swedish telecoms group Ericsson ERICY said on Thursday it would establish Asia's first mobile data applications test centres in Hong Kong and Singapore.

The centres would enable the trial of General Packet Radio Service (GPRS) applications, and fuel the move towards third-generation (3G) wireless multimedia services, the company said in a statement.

It said the test centres would be launched by the GPRS Applications Alliance, an Ericsson-led industry-wide initiative that would give developers the suppprt needed to create, test and market applications based on GPRS and through to 3G.

The statement did not say when the centres would be established.
