Shoot to wound!?! No way, I'd have to agree with the "gun nuts" on that one. Officers are trained to shoot to kill. I don't know how much experience with firearms or the legal system you have, but if officers employed their weapons improperly, ie shooting suspects to stop them from vandalizing, that would be considered using excessive force. Besides that, even if they are a great shots, (some cops are, some are not) they run the risk of missing and striking an innocent victim. There is also the possibility of striking the intended target, and having the bullet pass through the target and hitting someone or something else. If you ever take a class on shooting, one of the things they teach is to be aware of the background of the target.
