CHTR's digital set top boxes are the GIC 5000, which have IATV's software. GIC has invested in IATV, as announced this past week.

To answer pass pass's comment regarding upgrades, Charter is upgrading as rapidly as they can. Contractors install the cable, then configure it. CHTR technicians then have to recheck and reconfigure, as the case may be. (I asked a technician who was here - this is what he said.) This does not happen overnight. I've seen the installers' trucks working at night, on the weekends.
And, to be fair, in ATT's (soon to be swapped) areas, where open access is demanded (like the City of St. Louis), upgrades have not taken place. Since this was just announced, Charter did say that they preferred education to lawsuits. (I know, this is PR.)
