y, I frequently check Datek for availability. Those one which are open for shorting are at roughly 75% on the rise (or the whole market is rising). Maybe Datek clients (if you short you short against their shares first) are quite pro-active. When the stock tops out it gets often flagged and then all downhill from here. When it gets flagged that implies that the balance shifted to zero, or little net inventory.
