If your nephew is a design engineer, can you tell me why building permits were issued for high-rise apartment buildings that are set to implode in a severe hurricane?

How does he set them to implode? Turn them inside out? I think hurricanes are low pressure areas, so the buildings will probably explode if the air conditioning is on. Let's see how the Georgia Tech Engineers do against the Hurricanes on New Year's Day.
