CP/M, from Digital Research, was offered at a much higher price than the $60 Microsoft wanted for DOS.

If memory serves, the CP/M was CP/M-86 and not the CP/M-80. CP/M-80 had the great variety of software available while CP/M-86 had next to none; hence, DOS and CP/M-86 were very close in the 'lack of software' department.

DOS also had a couple of nice features, and together with a much better price, won the market.
