All good questions.

The manufacturing of homeopathic medications is regulated by the FDA according to the manufacturing guidelines outlined in the Homeopathic Pharmacopoeia Regulatory Service (HPRS) published by the Homeopathic Pharmacopoeia of the United States (HPUS). They have a website at hpus.com. The HPUS is the homeopathic counterpart to the United States Pharmacopoeia (USP). Official homeopathic drugs are listed in the HPUS.

From the Overview section of hpus.com:

The active ingredients are official Homeopathic Drug Products and are found in the current Homeopathic Pharmacopoeia of the United States.

Unfortunately you have to spend $895 to get a copy of the HPUS, but Cold Eeze (Quigley's zinc nasal lozenge) is sold as a homeopathic drug. Because zinc gluconate is the active ingredient in Cold Eeze, one can deduce that zinc gluconate must be in the HPUS. Other forms of zinc may or may not be in the HPUS. I don't know, but I will try to find out. I can't find a more specific reference for vitamins right now, but I will research this and get back to you.

Zicam contains a 2% concentration of its active ingredient, Zincum Gluconicum. Some homeopathic remedies are diluted 10E-24 times and others have much higher concentrations of their active ingredients. This is a misconception that some people have about homeopathic drugs and that's why some short sellers try to mislead people by focusing on the homeopathic designation. Zicam can legally be labeled as homeopathic because of the precedent set by Cold Eeze in the HPUS. It is not diluted and it wouldn't work without the zinc in the formula. Much research has been conducted on how zinc interacts with the rhinovirus and the ICAM-1 receptors, which is the portal of infection.

The initial clinical study for Zicam demonstrated that it reduces the duration of the common cold by 85%. The results of a second independent clinical study should be out soon. Until that time, the claims that Gum Tech can make with regard to Zicam are limited, and they are abiding by FTC and FDA regulations in this regard.
