Downwind is the concern in Illinois now. Say a hog raiser wants to expand from a couple of dozen to 50,000. He's on property where hogs have been raised for 100 years so why can't he expand? Now those a mile downwind have a different opinion of how he can use his land. It's in the courts and legislature now.

Yup, Public Law 104-19, section 2001, took care of those regulations just fine.
