The boundary is election day. All effort is expended to get past the next one. Every utterance, every vote is done to pander to the core constituency. Anyone not in the core is crap. Every election won adds to your value as a lobbyist. When you retire you move your office out of the Tash Ma-Hill across the street into another luxury office suite and sign up a dozen fortune 500 companies and spend the rest of your happy days grabbing the $ your buddies across the street are doling out.
