I challenge you to make the case why it's wrong. That is, why is it not true that Att and MSOs are big winners if admitting access discourages FCC and Congress from regulating?

Clue: How do they benefit at all above what they would get anyway?

Clue: You have rightly asserted that LOA is inevitable.
( LOA = legislated open access).

Clue: What happens when MSPG and others want on but the facility to enable that doesn't exist? Say, the time needed for Milo's plan to support all those mouths is denied because it is claimed to be just a ploy to give ATHM a chance to grab share during the interim. The ISPs sue Att and MSOs for discriminatory practices claiming they give an advantage to ATHM. Congress and locals then sue to regulate.
