Even under WTO we can ban anything we wish. If we want to stay in WTO we have to accept the retaliation WTO approves. Just like GATT. WTO cannot order any change, just allow the injured party to retaliate. I think this is fine. We retaliate against Europe for excluding hormone laced beef by duties on cheese and wine. It can stay that way forever. We make excellent blue cheese in Wisconsin and wonderful wine mostly in California. We'll get along. So will the Europeans. In a generation or so if we start growing horns the French can say "see!" And we'll apologize.
