Those comments were made from a protectionist social engineering point of view, in other words, a liberal way of dealing with the problem. Do not blame conservatives for whacky liberal ideas.

I think you may have missed how much the computer companies are helping train disadvantaged youth. Some Intel plants have adopted nearby high schools (where some of there children go, I guess) and turned them into math-science leaders. Gates (or Microsoft) has given networks and equipment to inner city schools, trained the teachers, and trained thousands of kids in MCSE and guaranteed them jobs with salaries of over $30,000 for successful graduates. They get necessary practical experience by maintaining their school networks. The whole MSCE certification program can be completed very cheaply (ZDNet) and can help people get into well paid work. I know a middle-aged busboy who got his MSCE by self-study and is making $60,000/yr.
Gates scholarships can make a major difference in minorities making it through expensive colleges and graduate schools.
All of this is enlightened self-interest, not charity.
