Ciena would be a customer of JDSU's components & modules. Ciena would then in turn sell their equipment to the service providers such as Worldcom, Global Crossing, or AT&T.

They may be a supplier. Remember, JDSU make the lasers and equipment that vendors like Lucent, Nortel, Ciena and others use in their products.
