All the clowns who should be enforcing this crap eventually end up in the private sector working for companies that they let get away with murder. If they actually enforced the rules, those companies would blacklist them and they'd have to live on a government pension for the rest of their lives. As I've learned, it's much easier to join the corruption than fight it- especially if an entire society accepts and embraces it.
