Yep but the the problem is; I seriously doubt whether Saddam divies it up so that everyone gets a share. The way I read it is, the US releases the money on a contract basis. There must be a contract that gets approved for any part of the money to be released. Hundreds are proposed each year and about a fourth of them are rejected. It goes into everything from fixing the water and power system (which are a long ways from working) to construction as well as food and medicine. The infrastructure of Iraq is so messed up at this point that distribution except to Saddam and his regime is near to impossible. It isn't $111 to each person for food it is $111 per capita for the country.
