Rich, Nice letter, but the SEC is a worthless ineffective bureaucracy.
Tho I haven't yet seen the Proposal # S7-24-99.
.
Basically the SEC has no direct authority to impose any such restrictions your letter ask for against (for example) a Canadian brokerage, nor the desire (read that payoff or "perk" money) time or manpower to police the heretofore self-policing by small USA brokerages (read that as sh__ty little boiler room creeps).

The ONLY way to get this naked shorting even partially under control is INDIRECTLY by enforcing that USA brokerages DILLIGENTLY enforce the Delivery vrs Payment rule.

Even with DILLIGEBT enforcement, all the goniffs need do is what I've posted before. That is wait until the demand for delivery vrs payment is made, then simply BUY the shares on the open market, effecting the "delivery" ....this is then followed (usually within one minute) by a new (and offsetting) SALE of the same number of shares, short. The goniffs run rings around the fools at the SEC.
