I would guess a short term neutral due to the savings offset by the perceived diminished prospects. Long-term it should still go WAYYY up as revenue builds in their other areas of which there are many including many other nations,Globalstar, and data in all of these. There are a lot more fish in the sea than Germany and Italy, and in any case, VOD still would have a large chunk of these. Just my opinion of course.
