Tax selling is when an investor sells a stock at a loss to offset gains in other stocks he is taking profits on. To participate in tax selling a stock must be down. RTHM is well off its highs.

One strategy is to sell a stock that you have losses in and buy a competing and comparable stock in the same industry. For instance, selling one CLEC like Covad and buying another the same day like RTHM. This assumes that you have faith in the sector but have equal feelings about the prospects for the two stocks.
