An OC-3 channel is an Optical Channel at level 3.

Level OC-1 = ~52 Mb/s; OC-3 = ~155 Mb/s.

OC-3 connectivity means that two nodes or endpoints (or combinations thereof) are connected by an optical link rated at ~155 Mb/s.

OC-n's are the currency of the North American Synchronous Optical Network or SONET. An OC-3 is the SONET throughput equivalent of the European Synchronous Digital Hierarchy (SDH) STM-1 module. Each of these is rated at ~155 Mb/s.
