really guarantee the prevention of theft. By the very
nature of the WWW access is open to everyone.

That is exactly why it is very very critical that the
efforts to deter it are as strong as possible, and
of course the ability to catch the thief if they
were not deterred (since this will deter other thiefs).

I don't agree with you question. To me taking steps
to deter crime is the same as a good prevention strategy.
I don't agree that the terms "deter" and "prevent"
are mutually exclusive as you indicated in your question.
