Are all of the SCSI devices seen by the controller as verified during the boot process?

Yes.. SCSI BIOS recognises everything including the JAZ. Without the Jaz connected the scsi bios will immediately snap into 'Scsi Bios Installed' and continue with the boot process. With the Jaz connected there is a long pause after the Jaz is recognized and the SCSI BIOS is installed message comes up. Put it does eventually install the scsi bios and start to boot NT.... then bammm...BSOD.:(

I believe the Adaptec SCSI bios has an option to recognize external devices a la the JAZ as harddrives or removables

Yes it does I saw that along with a warning message that made me hesitate. But I will try changing that setting as well as changing the ID.. I now use 0 1 2.. 2 is the Jaz.. so I'll try 3 or 4 for the Jaz.

Cabling is a common issue with SCSI

My combined int/ext lenght is under 6'. But I don't like the way the exterior cable connects to this inside/outside bracket. I really have to push to get it on and the bracket itself flexes too easily. I also have a pretty sharp turn on the ext cable that might be problematic.
