06:56 ET US Markets : S & P Dec futures are nearly five points above fair value at 1410.9 indicating a positive open for the Dow of 35 - 40 points. Bonds at +4/32 at 6.217%.

06:52 ET European Markets : FTSE 100 rose 40 to 6659 and the DAX rose 34 to 6149. Optimism was boosted following speculation that Cable & Wireless Plc may be a takeover target along with talk that it may sell its stake in Hong Kong Telecom to concentrate on more profitable areas. Euro stocks rose on talk the Dutch phone company KPN NV will buy a stake in Germany's E-Plus Mobilfunk GMBH.

06:46 ET Asian Markets : The Nikkei ended down 140 points at 18,260 with NTT DoCoM and Mitsubishi Heavy Industries leading the way ahead of tomorrow's quarterly special quotation settlement for Dec Nikkei futures & options. The Hang Seng rose 281 points to 16,370 after S&P said it may raise its credit rating on two prominent city banks
