One thing I keep thinking about is how long will it take for OPEC to come to an agreement when they REALLY HAVE to.

This following quote suggests that the "when and how much" aspect that OPEC will have to deal with could take awhile even if there IS an eventual agreement that production must increase. Hmmm, what if there was one of those meetings like Sept 98 where no one could agree...

"The United Arab Emirates said even if crude rose above $30 per barrel, it would not trigger
heavier production by OPEC."
