Actually, the Child Labor Convention of the ILO was signed by Clinton for the U.S. All industrialized countries will agree to this convention, and pressure on the third world (who are beneficiaries of the GSP (General System of Preferences) which gives the poor zero duty in the advanced signatories, will be under pressure to conform. The game is to trade off the various agreements against each other to achieve progress. The third world countries have virtually no power and will either come along or lose their special benefits. Socialists are in the saddle in Europe, and will ride this one out.
