How about a very simple plan: you pay employees cash bonuses based on corporate performance (such as increases in gross margin, cost curtailment, etc.). You allow employees to purchase a limited amount of stock at a 15% for their 401Ks based on some reasonable percent of their salaries (say 20%). Using this method, not only is the compensation visible to shareholders, but it is tax deductible for the corporation.

I know of no government job that pays tens of millions of dollars (in this country, at least).
