Most likely the flow is still being tweaked and qualified. The samples are likely to be the units that are used in the burn-in experiments. I think Intel often distributes this material after these tests complete.

This take is a likely true, but the speed is a function of need. It could take months, but then again it could only take weeks if a fire is lit under their butts. (i.e. these sorts of things can accelerate with "crash program" status).
