qrt, actually, my take is that the decline to 3/4 was in anticipation of that withdrawal. HEC tried to pull a fast one on the European, and they did not bite. Luckily, the European does not become floorless until June of 2001, if memory serves, so I would expect minimal influence of these (until we get to the ceiling at $6) in the next 12 months.
