I remember when QCOM was treated the same way.

Not to be unkind. Just the opposite, the best advice you can give him is to do his own research and make his own decisions.

One of our threadmates, Tony Strickland, faced the same problem last year. His broker refused to allow him to buy qcom. Fortunately, Tony had done his due diligence and knew his own mind, so he found a way to get it done (with pretty fabulous results). He is one of my heros.

Your brother's situation is quite different. Since he is reacting to a "tip", I would consider it a mistake to encourage him to get rid of his broker. Until he is willing to do his own dd and develop his own agenda, he will probably profit from professional advice (and that's hard for me to say).

Imho, the best favor you can do for your brother is to buy him copies of Beating the Street, The Warren Buffett Way, and the Gorilla Game for Christmas, and teach him how to research stocks through the internet. In other words, help him develop his own approach to investing.
