There could be any number of reasons for this event but the biggest one IMO could be that Intel is trying to move their entire product line to CuMine (from Katmai). To acheive that they need to offer Katmai (sub-600) speed grades.

The second could be that we are reading way too much into to overclocker data. Remember the CuMine was seriously rushed to the market it may take a while to establish smooth manufacturing flow tight guard bands.
