Yes - among other things including some small banding for tester variations. I don't really understand it completely other than to know it all adds up to between a 5% and 10%
loss off the top. Even the 600MHz .25um PIIIs (the process limit at .25um) made it up to a stable 650MHz at 2.05V. So a 7.5% Intel guard band would seem reasonable.
