The two year old may need a whack on the butt as the human species isn't as attuned to feelings as are dogs. On the other hand you give a loving correction to a two year old and you go to jail if seen. The dog you can kill. Now a twelve year old doesn't need to hide under the kitchen table when his daddy is smacking him in the face with a belt buckle because momma ruined the cake either. Neither should the dog.
