The Russians are pretty good chess players.

PAAS also is contemplating that the lease is not enforceable within its timetable, and building another mill in order to meet its deadlines.

The board is large, opaque and far away, and the rules seem to change ....

Oops, next move, with some more squares on the board becoming visible:

"A raid is under way by a group of Russians, never seen before in the mining sector, to capture the assets and the mining license of one of the world's largest silver mines - the Dukat deposit in the Magadan region.
----snip----
"So what does a group of tea-traders and rupee arbitrageurs from Moscow think they are doing,...
----snip----
".... Ross Beaty, chief executive of Pan American said in Moscow on Wednesday. Who do these people think we are - foreign fools?”
----snip----
"Early this week, Sergei Nedoroslev, Kaskol's chief executive, announced he expects within a month to capture Pan American's mining license. His bid to buy the old mill will be followed, he said, by a Russian takeover of the silver mine.
----snip----
"Zinatullin said that the license “can be revoked only in case the conditions of the licensing agreement are not implemented."

Various Russian entities control the board, change the rules, and now as PAAS plays their game from half a world away, charges for every opponent's move. These problems distract and cost PAAS, which seems to be between a rock and
"...the $60 million Dukat project loan, which Pan American will guarantee until the project meets certain completion tests,.."(PAAS 3rd Quarter Report),
otherwise called a hard place.
