Marshall,
I agree that none of these matter:
>1. Account value
>2. Trading Activity (My platinum account (400 trades this year) gets no more allocations than my IRA account).
>3. Account age
>4. IOI time stamp
>5. Re-confirm Time stamp (although RHAT may have been FCFS on re-confirm due to e-trade screw-up)

I would add flipping doesn't matter. And to the cash available requirement, my method is to ALWAYS have sufficient cash available for IPOs. That means all day long
every day. The only other thing that might matter is the
information in your IPO profile. Just because they accept
the IOI, doesn't mean they can't reject the account later.
If I had an account that NEVER got an IPO, I would definitely take a close look at the information in the profile.

PS I've always wondered how it would feel to find a paper
bag stuffed with $20,000. So how did it feel?

>>simply that you have enough free cash in your account THE MORNING an issue prices.. <<

Marshal, I have a very inportant observation.

(1) If u have say $x in the account in the morning and 2 or more issues price so that the combined value is worth more than $x, but each ones separately are < $x u still may be able to get all of those. This happened to be a while back and I had to wire funds. Someone note it happened with RAMP and GSPN a while back too.
(2) This again happened to me friday. I had 2.7K cash left in the morning and sold 20 DIGI i morning to bring it to around 4 K to get LNUX. I didnot get LNUX but the same account that evening got LCTO and EBNX. I have 2 choices
(2.1) Either item 1 took place again where and I got 3.6 K worth of stocks with only 2.5 K in morning and each stock was less than 2.5K
(2.2) My morinng sale was immediately reflected.

I dont know which.

==========================================
P.S. I was once denied RAMP. I did not get the standard alert as "Too much demand or Priced above limit" BUT "Unavailabe because of lack of funds". So if u won the lottery and get denied because of lack of funds, etrade will categorically say they cannot give u because of lack of funds.

BTW did u move to Florida? Where?

Marshal, my post was taken directly from an e-mail I got from Etrade.
Generally was their words, not mine and absolutely I believe it is NOT a lottery that includes all equally.

I assure you, it is not random.
