Let's assume I was in a store with my five year old son and he deliberately knocked over and smashed a $300 lamp. I proceeded to slap him four times on the behind with the palm of my hand. Would the CPS get involved in a case like this? And if they did would they take the kid away from me if I refused to attend parenting class?

Most of these social laws are meant to scare people but are rarely enforced if someone calls their bluff.
