BigBull, Redline budgeting process-sure! What happens is that in October each year each business group brings its best projects before the Board of Directors.

The B/D studies proposals and then decides to fund some, turn some down outright, and also keep a few projects in their hip pockets if money flows look good.

These last projects are "redline projects"- an individual business unit cannot initiate any redline projrect unless they have been successful in previous approved projects during that same year.

So by definition contingent "redline funds" only go to the currently hottest busines sunits.....
