Speaking of roadblocks to Internet expansion, some friends visited from Paris last week. They said to access the Internet, it literally cost dollars per minute. I not sure if this was a charge for local calls, or the cost of access from the IP. They were astounded by my cable Internet, always on and a flat monthly rate.

I have read that they have the same problem in G.B., where most Internet access is free, but local calls are toll calls, quickly building up substantial bills.

I guess my point is that we tend to project our personal experience on the rest of the world when we think about the growth of the Internet. In reality, there are some real economic and political barriers to the Internet's growth.
