Ramsey,

You got what you want. Now Clark and Engineer, Could you please tell us about these WLL systems that are currently on trials on four other cities besides Great Wall's four cities in China. Could the users use the same IS-95 CDMA phones to get through these WLL systems?

STAREX-WLL, CDMA Wireless Local Loop System

WLL Technology Overview

A Wireless Local Loop(WLL), or fixed wireless system uses radio technology to provide reliable, flexible and economical telecommunication services in place of a traditional wireline system. The low capital costs, fast network deployment, and lower maintenance costs are very attractive to telecommunication operators. WLL is ideal for providing low-cost telephone service to users in developing countries or rugged, remote areas where installation of a comparable wireline service is costprohibitive. WLL systems have also been deployed rapidly to be used as core communications systems in times of disaster. WLL systems can be installed as emergency backup or selective augmentation (replacing the "last mile" of copper plant)for existing wireline systems. WLL also has advantages over mobile wireless service : more rapid deployment, lower system complexity, and greater capacity.

System Features

CDMA Technology adopted
- Large Capacity
- Efficient Use of Spectrum
- High Quality Service

Advanced Wireless Services
- Voice/Data Services
- Authentication and Privacy

Reliable and Flexible Structure
- Various Interfaces to PSTN (R2, No.7, V5.2)

System Architecture

Base Station Controller(BSC)

The Base Station Controller(BSC), which consists of a transcoder, a call processing
device, a switching device, a trunk device and an interface device, has the duplicated
structure and functions for major components. It also employs a real-time operating
system to allocate and configure the wireline/wireless line traffic resources.

The STAREX-WLL system is classified into R2/No.7 interface type and V5.2 interface
type in accordance with network interface methods.

Call Processing Functions
- Call Processing required between
WLL gateway and BTS.
- ITU-T G965(V5.2), R2 and NO.7

WLL Gateway Connection Functions

Base station Transceiver Subsystem(BTS)
Interface and Management Functions

Subscriber Traffic Processing Functions
- Voice Compression
- Voice Bandwidth Data and G3 Fax
- Pulse/DTMF Dialing/Hookflash

Operation and Maintenance(O&M) Function
- S/W and Database Downloading
- Fault Alam Indication and Maintenance
- E1 Link Control and Maintenance
- Test Functions

IWF Functions
- Public Information
Retrieval Functions(Modem pool Function/X.25)
- Direct Internet Connection Function
- Call Control Functions

Base station Transceiver System(BTS)
The BTS can provide a voice service, voice band data, and data service registration
function. The BTS can be operated in the Omni-Cell or Sector-Cell mode. Power controlling
is carried out so that pre-set call quality can be maintained In addition, coverage area
changes, load sharing, and additional set-up and closing of BTS's can be possible through
dynamic cell management.
The BTS is characterized in that remote control is available. When faults are generated,
prompt reporting and recovery are possible. In addition, it has a control S/W structure
that enables the system operator to allocate various types of channels. The main modules
of H/W are duplicated for adequate redundancy.
It is modularized so that easy function modifications can be made without affecting the
on-going system operation. Accordingly, the affect of faulty devices is minimized.

Resource Manangement Functions
- Raido Connection Channel
- Wireline Link Channel

Raido Link Connection Functions
- Modulation/Demodulation of Raido singnals

WSJ: Earlier this year, China said it would adopt CDMA. To date,
it's still on the trial base. Why has nationwide adoption of CDMA
been delayed, and will it ever become widely used, or is China going
to jump to a next generation technology?

WU: As to whether CDMA will be used or not, it's already been in use on
a trial basis in four cities in China. Of course, as to whether mobile phones
in China employ GSM or CDMA, there is not really a technical jump
between the two but rather, an issue of limited frequency sources, which
makes it necessary to use another method. So as mobile phones develop in
China, we will need to employ CDMA 800 M-hertz frequency band
technology. The Chinese government has said, in terms of frequency
bands, that we shall promote the development of CDMA and shall
combine trade and technology to engage in industry development.

800 M-Hertz CDMA and GSM, as you mentioned, are of the same
technological level. The third generation wideband technology just
mentioned is more advanced, and the global trend is moving in this
direction. The Chinese government announcement at the beginning of this
year about adopting CDMA technology was based on an experimental
network which showed that CDMA would be feasible for use here in
China. It cannot be guaranteed that a large volume will be reached as soon
as it is put into use, there is a process of building and development that
must take place.
