I would agree with you that foster homes are usually not a very good solution for children. It would probably be better to terminate parental rights when children are very little and still adoptable, if their parents have already abused them.

I don't remember this particular case very well, but a parent who would tie up a child in public with a sign like that probably is mentally ill, and probably this was not the very first time the parent had done something very wrong. I guess for me it would depend on whether the child had been abused before. Certainly, in cases like this every attempt is made to place the child with relatives who are healthier and more stable than the parents.
