You are dreaming in technicolour if you think silica sells for $400/ton. Practically speaking, the best a mining operation is likely to do is find a market for their waste rock as aggregate.

High quality silica sells for between $10 and $20 per ton IF you can secure a buyer and IF you can get it to market. Look up other gold mining operations and find out how much of their revenue comes from silica sales.
