I suspect the FBI agreement has worked its way through enough of the gov to get a blessing to the soft rollout. Another way in saying this is that the monitoring technology is in place and has been demonstrated, LOR has agreed to the staff comments and have signed the agreements, so it is only a matter of a getting gov sigs on the final documents. And beside, the gov wants to test the technology and they need someone to listen in on...Soft rollout agreement probably has fine print that the customer agrees to all sorts of technology tests (including listening in on conversations).

Just my inside perspective of how things work in the gov.
