That is precisely the point, isn't it? One does not tax unrealized capital gains, why tax unrealized gains in other kinds of investment equity? Further, insofar as the elderly are richer, it is because they have saved, mostly by building equity in their houses and in their annuity plans. Why should the fact that one has lived longer and saved more count against one, especially if one is saving for retirement? Finally, why is property tax favored,except that it can be set mechanically, and elude scrutiny? Why not more honest ways of putting funding questions before the public?
