No, not in every casee, I know this is true with our local florist here in Colorado, I call in the order, walk in & pick it up or place the order, sales tax added. I do it on line & there is no sales tax added. There are several cases where there are no taxes(Texas & on-line only grocery sales) but others that get taxed even when local. Seems to be no true rules one can apply in every case.
