If that burdens only the parents that isn't fair- the whole society gets the benefit of educated kids, and older people who don't want to pay taxes for kids going to school expect those kids to work for them to pay social security taxers to support them (I will exclude those very few older people who don't wish to receive social security beyond what they put in).

Public education is PUBLIC because it does a public good.

The head tax you like was introduced in Scotland, and in the next election all of Major's followers were unseated. It is usually agreed that the poll tax was a major cause of the Conservative defeat.
I think you are a very rich man. Very rich men seem to like poll taxes which bear heavily on the poor. Tell me, please, the number of acres and appraised value of your property. I own 160 acres of farm and forest (no buildings) in Cumberland County, Illinois and pay $400 in tax each year -- mostly for school.
